In September 1923, Stresemann stopped passive resistance. Then in 1924, the Dawes plan secured France and Belgium's withdrawal from the Ruhr.

What I don't understand is why Stresemann stopping passive resistance improved the state of Germany's economy (everything I look at says that the government didn't have to pay compensation payments anymore), since France and Belgium were still going to take all the good made, weren't they?

Because passive resistance caused just as much/ more harm to the Germans than the Allies. they weren't producing anything.
Stresseman didnt become Chancellor till after the policy had been implemented.
The real danger that was destroying Germany was the hyperinflation and he needed to be seen to be working with the Allies to get the US to lend the money for the Dawes plan. which helped deal with the hyperinflation and kickstart the economy.
