I know City is a good uni and I would go for it but if they don't accept me I will have no choice at all...So it's safer if I don't decline my first offer, because I'm not planning a gap year.

In that case, if you don't want to take the risk and aren't willing to take a gap year, then your only real option is to go to Southampton. You'd be even less likely to get any offers if you change your subject too btw. Even if you did get an offer through Extra, you still won't have an insurance.
