Well, no. The most powerful countries are majority white, and I believe that men on average are more driven to be in leadership positions than women are (this is disputable, and my belief is mainly formed from my own intuition and admittedly basic understanding of biology, so I am willing to have my mind changed by contrary studies). However, I am not sure how big a cause for concern this really is, as I do not think that powerful white men give two s**ts about the average white man; rather, they care a lot more about their equally powerful peers.
