1st step: haloalkane + NH3, which I know

2nd step: do you react the product with NaOH or just NH3 again, to form the amine?

different books say different things. OCR A chemistry.

Haloalkane + NH3 will give you an amine, no step 2.

If you’re going to be picky I think it’s ethanolic NH3 x ☺️

Excess ammonia dissolved in ethanol if you want the primary amine, although you might get small quantities of other amines (secondary, tertiary etc)
