Morning , i already have a PGCE in the lifelong learning sector so FE , I have QTLS but i want QTS and to gain a second subject (English) , Can you do another PGCE in Secondary English and get funded ?

Would it be possible for you to qualify via the assessment only route?
https://getintoteaching.education.go...ssessment-only It's not something I know much about, but it seems designed for people in your situation.

If you wanted to do another PGCE, I think you would be entitled to the bursary, but not to any funding from student finance, as their rule is that they do not usually fund equivalent level qualifications. If you contacted the finance department of a university you were considering applying to, they might be able to confirm this.
