A campus generally indicates all the university facilities, teaching and accommodation, are located together in a dedicated area. City-based universities (such as Bristol or Imperial) don't have a "campus" as such.

So Exeter is close to the city centre but it's a campus university.

Whereas Durham and Cambridge are city universities with buildings throughout their (small) cities.

Also don't limit yourself to RG universities. There's plenty of very good non-RG universities. Bath isn't RG, and has a campus close to the Bath city centre (although up a hill...).
