They're built for a different system architecture and operating system, just like a Mac, Chromebook, games console or even a smart fridge. You'd need to use an Android emulator to get it to work.

Because they are designed to work on Andriod and not Windows. As above says use an emulator.

U could install Android x86 on your PC alongside windows, Mac,Linux. Then its just pure android

Because Windows and Android:
  • Run on different processors
  • Use different filesystem structures
  • Have different common libraries/dymalinks
  • Have entirely different sets of APIs
  • Have different programming paradigms in general...

...basically it's like asking why you can't play a cassette in a DVD player: because they're fundamentally different.
