    I’m learning evolution of atmosphere. It says in my cgp revision guide this but u don’t understand what it means.
    Governments can also put a cap on emissions of all greenhouse gases that companies make-then sell licences for emissions up to that cap. I don’t get the sell licences bit. Thanks

    You don't really need to know/remember it. It means they can sell a range of 'caps'. For example
    10unit cap = 20 pound
    20 unit cap = 30 pound (made up)
    So the companies can buy a cap so they can generate emissions up to the cap. Say 10 units, but if they generate more they have to pay more to the government as the 20 unit cap liscense needs to be bought and it costs more
