Not that LSE provide to my knowledge...as you can imagine facilities are rather stretched and music really isn't LSEs thing...they struggle to provide sports facilities. There are certainly places where you can perform...many of which provided by the Students' Union. You might wish to check the NAB(New Academic Building) plans but I don't think you'll find anything.

space isn't something there is a lot of in london, although i imagine there are privately owned bandrooms you can hire, no idea how expenseive they'd be.

Actually, some of the residences might have something
I remember seeing that a couple of the intercollegiate halls had practice rooms

Commonwealth Hall does (or at least used to).

Lol technically High Holborn now have a dedicated "music room". The TV was moved out of it under the previous committee but the intentions never fully came to fruition, so currently there is an empty soundproof room people play in. I can't be sure if it will stay like that from next October onwards however...

let's say I'm staying in a hall which doesn't have a music room: am I then allowed to enter other halls to play in their music rooms? or are the music rooms restricted to the residents?

To my knowledge, the idea of the 'music room. is to be rent out to LSE students you should perhaps look up the High Holborn president and facebook them. Check the HIgh Holborn facebook groups.
