can you please help me with the blue circled question?
It's a poor question, as it doesn't provide enough information, but I suspect that they're assuming that the only limiting factor for the power output is the internal resistance of the batteries. Think about how much power is wasted there.
try not to overcomplicate things, another way to define power is work done/time, time is workdone/power

time here is inversely proportional to power, so by halving power, you'd double time.
