Student Finance or SAAS for Student Loan

I'm quite confused about where I should apply for a student loan. I'm currently living in Scotland, but I'm planning on going to uni in England, and on top of that my family will be moving to London in September, right before my course starts. Based on this, should I be applying for a loan from SAAS or Student Finance?
