What you need to do is some initial research to familiarise yourself with the area. The more you know about the area, then the more you can understand what might make an interesting question. Only after you know how the area works can you find the right balance of question that poses the right challenge and you will have an idea of the issues to address.

Read articles about the area. 20+
Make notes and highlight areas of potential interest.
The question should pose some sort of debate that requires investigation, research, analysis, use of evidence, consideration of different opinions and an evaluation by you as to what you make of the situation and why.

If I were doing your area, then i would try and write an EPQ the course leader would be impressed with that I knew about their area.

You are going to have to decide how you want to relate Hip hop to drugs or hip hop to mental health. What is it you want to investigate and why?
Dont make it so specialist that you dont have enough research or potential to fill 5000 words?

If its hip hop and drugs then what aspect are you investigating, what are you seeking answers to?
If its hip hop and mental health then what is it you are saying and know about the link between the two? It has a negative or positive impact?
Music therapy? it attracts people with mental health issues? it causes mental health issues? It helps resolve them?

You need a clear plan of 500 words to show your teacher you know what you want to write about and you have done enough research to show them your title has potential. they want more than a textbook, they want all the skills suggested above and your informed opinion.
e
Go and read articles on it and see if theres enough potential and its worth investigating. If not then pick something else. Your teacher may be out of their depth so you may need to be contacting experts in the field.
