How do unis give out offers?

How do the 5 universities you apply to, decide whether to give you an offer or not? Is it solely based on predicted grades ?
They take into account those along with your personal statement and reference, as well as GCSEs

So if my predicted grades aren’t the best but my gcses are good and so is my personal statment, will I hopefully be able to get some offers. Because I’m predicted BCC/ CCC and the course I want to do requires BBC

A good PS doesn't necessarily mean you would get lower offers. Its good to have a spread of aspirational unis, realistic unis and ones that would be more safe
