No but I already have my A-Level grades, so purely based on grades I could get into both universities however I haven't applied yet

Until you get into both there's no point trying to decide between them - that decision might be made for you by an admissions tutor. UCL in particular is very competitive, having the right grades is no guarantee of admission.
