Which of the following species have the shortest bond angle ?
CO2
H2O
SO3
H3O+
I eliminated CO2 and SO3 as they are the largest atoms and thus left me with H2O and H3O+ I said H3O+ as the hydrogen ion in the H3O+ is smaller than the hydrogen atom

Your question is unclear. Do you mean smallest bond angle?

If so then you need to use the VSEPR theory to get the shapes of the molecules and ions. It has nothing to do with atomic radius.
It actually was a mistake, yes I meant the bond angle
