No, the number of CS places isn't fixed. CS candidates are in competition with Maths & CS and CS & Philosophy candidates. Most colleges have a quota of full-time-equivalent places for CS and joint schools (counting joint-school places as 0.5). In principle, we could fill all our places from a single degree (but that's very unlikely).

Maths & CS candidates are also in competition with candidates for Maths and other Maths joint schools.
