Turns out this website copied down the past paper question wrong and it actually should be 6.5 moles of oxygen which makes the excess 200cm^3.

Okay, so if you look at it you want to compare the mole ratios with the volumes. Remember that 1 mole of any gas occupies the same volume as any other gas at the same temperature and pressure). It's asking for nitrogen dioxide which there are 2 moles of. Now we know from Nitrogen monoxide 2 moles give 1 litre. So since they are both measured at the same temperature and pressure 2 moles of nitrogen dioxide will also give 1 litre giving A.
