This is a classic bill – it is a bill that was submitted originally in 2013, and has been posted again to encourage more debate. There will be the usual six days to debate it.

BC548 – Cycling Provisions Bill 2013, originally submitted by the TSR Green Party


Cycling Provisions Act 2013

An Act to provide those who want to commute by bike more incentive to do so.

1. Corporate Requirements to Cyclists
1.1 Individual workplaces will be required to provide cyclists with either/or:
  • Outdoor cycle racks that bikes can be securely locked on during the working day and adequate to cover 5% of their workforce.
  • A bike shed in which bikes can be securely stored during the working day and is adequate to cover 5% of their workforce.
  • Any other provision that can store bikes to cover 5% of the workforce.

1.2 Workplaces near each other may work together to meet this requirement but the cycle racks must be within 200m of all workplaces involved.
1.3 Workplaces may also work with their local authority to meet this requirement using local authority land if this is desirable.

2. Commercial Rental Requirement
2.1 Landlords renting out properties for commercial use a required to do the following:
  • Allow their current commercial rental properties to be improved to meet this legislation.
  • Make sure all their future commercial rental properties meet this legislation. They may pass this cost on to the next tenant if they so wish.


3. Punishment
3.1 If they fail to comply within three months of being asked they will be fined at a rate of between £250 and £1000 per workplace depending on the size of the workplace. The penalty should increase in line with the number of employees but the exact differences will be left to judicial discretion. Repeatedly refusing to comply with this legislation by instead paying the fine may be met by heavier fines between 0.1 and 0.5% of a company's profits.
3.2 Landlords that fail to comply with this legislation will be fined under the same system

4. Exemptions and Definitions
4.1 Workplaces that have a workforce of less than 20 staff will be exempt from this legislation.
4.2. Workforce is counted as the number of staff whose job is based in the facility either full time or part time.

4.Commencement, Extent and Short Title
4.1 This act may be cited as the Cycling Provisions Act 2013
4.2 This act extends across the entire United Kingdom.
4.3 This act will come into force upon Royal Assent.


Notes on Cost
The retail price for a bike dock is in the region of £28-£60 depending on which retailer they are purchased from. The cheapest was a traditional Sheffield Stand for £27.99. This would put the cost at £55.98 per 20 employees. At such a low cost we are confident this legislation strikes a good balance between financial viability, improving employee rights and environmental benefit.

Fully support this bill as i imagine i did originally.

A small cost that removes potential traffic.

Aye, this would be an excellent step to building a culture of cycling in the UK, which will be positive for our environment and health. I believe it would be best if this bill could be amended to legislate for the construction of more bicycle paths, as is the case in other European countries, and to ensure that all urban expansion comes with bicycle paths to encourage people who may be unwilling to cycle on the road to cycle.
