If most constables earn 38k+, shouldn't they be financially comfortable?

If a British police officer, after 7 years of work, earns more than 38,000 pounds a year (far better than most professions), why do you hear about police officers working second jobs?

This is specific to parts of the UK that aren't in London or very rich areas. Compared to many jobs, 38,000+ sounds like a comfortable income, doesn't it?

Because complaining actually gets them something other than fired unlike the private sector.
Because the level of work undertaken and the risk imposed on them during the duties of their role is of higher value than what most forces in the UK pay. They probably are 'financially comfortable' as you say. Putting it like that, however, completely dismisses the point that total compensation for a Police officer does not reflect the quality of life being a constable gives.
