Which Fee Code should I select in my UCAS application?

Under student support, which fee code should I select? I am an European student, applying for 2019. I would like to get a student loan. If I select 02 another box opens about student support arrangements. It is not necessary to fill it. What should I pick?

I checked the student finance section and opened the SAAS web site. Here however it says something about repaying the loan. Isn't education in Scotland supposed to be free?

Starting from 2018, EU students will pay the same as UK Students. This means you'll be charged upto £9,250 for any English university, but you'll get it free if you go to a University in Scotland.
What are your options for fee codes? It sounds to me like you should put 02, but I'd need to see the others to know for sure.

If it's free, why does the website mention repaying it?

The website you were looking at is assuming you're a UK student, which you are not, so it won't apply to you.

Put down option 02, because you're a EU applicant. This means that whilst you won't get a tuition fee loan, because you don't need it, you can still aply for the maintenance loan.
