For example, if someone got up in the UN tomorrow and tabled a resolution demanding that Argentina should abide by international law, that would clearly imply the proposer thinks Argentina are currently not abiding by international law - otherwise it would serve no purpose. Of course, everyone would agree that they should - but if they are, then this doesn't need to be asserted.
