how long time its take to get paid?

hi,i have apply for student finance 2 month ago i receive latter from you that its okay and first payment its will be at 28.09.2018...but now its 23.10.2018 and my payment its still blocked can i a know why? my uni have sent me a mail why my payment its still blocked. can you help me
