Puzzled. You are asking people to do your homework for you?

Wouldnt it be better if you made an effort and got used to researching, identifying issues, constructing arguments and evaluating the evidence?
You need to answer the question and am not sure the structure you suggest actually works.

How much work have you done and what are your ideas?

I believe one of the issues you need to look at is how and on what basis will you compare one regime to another?
Is it realistic? Does it have weaknesses? What will you include and what will you exclude?
Are there other questions you can ask about the question itself?
