can a electron escape from the metals surface if the energy of the photon (hf) is equal to the work function???
or does the energy need to be higher than the work function?

By definition:

Work Function = 'the minimum quantity of energy needed to remove an electron from a solid to a point in a vacuum immediately outside the solid surface'.
