It’s heavily influenced by the geological composition of the area (the rock makeup). The natural helical flow of water begin to erode small parts of the river wearing the side of the river due to abrasion... a small bend is made and as the water flows around it ‘on the inner bend’ the water has less energy therefore sediment that’s carried in the water is deposited on the other side of the river/waterway the bend is enhanced as the force of the water erodes it. This process repeats its self exacerbating the bend, forming a meander!
