Which of the two statements are technically accurate ? :

“Lagos is in Nigeria, a newly emerging economy (NEE).”
Or,
“Lagos is in Nigeria, a country that has a newly emerging economy (NEE).”

According to text books the first one is correct, I don’t see how though...
