Do UEA prefer personal statements or predicted grades?

I'm applying for UEA's social psychology undergrad course for 2019 start.
My predicted grades are for the IB, not A-levels, and I am likely to be a couple of points behind the grade boundary.
Basically, I just want to know if UEA prefers to have the grades or a brilliant personal statement, as I know some uni's care very little about grades and go only from personal statements.
Does anyone have any info for this?

That course has a high (85%) offer rate, so you are likely to be ok.
