I am a Scottish student and I want to drop out of uni and I found some guidelines from SAAS about the cut off dates and I am confused about what they mean.

I started my 2nd year in September of this year and the guidelines state that if I withdraw before the 1st of December SAAS "will not pay tuition fees or give me a tuition fee loan for your time in attendance"

and if I withdraw after the 1st of December they "will pay tuition fees or give you a tuition fee loan for your time in attendance"

it is the "tuition fee loan" part that is confusing me, will I have to pay it back if I drop out after the 1st of December?
