is electric current carried by electrons or by ions?

^ title
can be both

electric current is the rate of flow of charge
Within the electrolyte the current is carried by ions. (There are generally no free electrons in electrolyte solutions, certainly as far as GCSE is concerned).

The current is carried by electrons within electrodes and wiring that make up the remainder of the circuit. (These tend to be metals, and metals bonding allows free movement of electrons).
