If a train is moving at a constant speed does it have kinetic energy, or does kinetic energy only affect objects that are accelerating?

kinetic energy is the work done (energy transferred) when an object moves (basically the train will have initially gained kinetic energy to cause it to move and maintains its kinetic energy unless it accelerates or decellerates) KE =(1/2) MV^2
