Are these luxury items?

I read in the online distance learning IGCSE Business course I’m doing a scenario in which the income tax rate increased and consumers stopped buying luxury goods coffee and sandwiches in a coffee shop.

What defines a luxury good that people will stop buying when income tax rates increase because they have less disposable income? Are newspapers luxury items? Are electrical equipment like televisons and technology, luxury items?
