IS this a policeman or secret agent ?

I saw a man in London on a train that had a normal suit on but was carrying a gun. He defiantly was police as he asked my agenand where I was going and said I looked younger. What sort of police could he have been if he had no uniform on just a normal suit but was carrying a gun involved a sleeve behind his jacket ?

This may be true, what if he was neither. Having a fun exposed like that and not being scared whilst wearing a suit may make you appear to be a normal person but possibly in disguise as an agent or something whilst you are a criminal but I highly doubt it.
