investigating aerobic respiration

Can someone please explain what it means when it says "After 5-10minutes the glass tube is lifted until the levels of coloured liquid in the two tubes are equal, and another reading on the level in the 1cm^3 pipette is taken. The difference between the initial and final readings is the volume of oxygen taken up by the seeds."
-what is it on about when it says the glass tube is lifted...how?
-also okay even if after 5-10minutes if the glass tube is lifted until the coloured liquid in the two tubes are equal -- what use is this???
-could someone please explain the basics behind this experiment as I don't get what's going on
