is it possible for me to get into a relatively okay engineering program with a C and 2D's in my A levels? I completely messed up my scores and i can't sit for repeats.

It's highly unlikely that you will get into engineering with those grades. Note that most Canadian universities require at least a minimum grade of C for A-levels and those are for general courses. Engineering would require much higher grades in order to be competitive (at least B). I would recommend that you retake them and get a better grade.

In the case that you still want to give it a go, I believe you may be able to try applying to the University of Ontario Institute of Technology. Note that it is a fairly new institution, so its reputation is not established. Here's the link: https://uoit.ca/programs/engineering-and-applied-science/.

I got predicted 1A2B for A levels. And i wish to know is that grade maybe good enough to get into Uof Ottawa or Western at least?

To get a study visa of Canada, you must a record of clear backlogs. If you want to go for PG or engineering program then your academic record should be clean.
