If you have their phone number, they can appear on you contact list for you to add.
If you have enough mutual friends, they may appear on quick add but that's completely random and unlikely.
Unless you have their username, it may be tricky... maybe try getting yourself into a group chat with the same person or finding out their username?

message someone who you know is mutuals with the person and see if they have their username?
