During and Through

Is it correct to use through instead of during?
Ex: Through this programme, I would like to meet new people from all over the world.

I think during would make more sense there, although they kinda have different meanings. During being as in "while this programme is happening, I would like to...", or through as in "using this programme, I would like to..."
