As you can tell from that fact I’m asking about Durham, I’ve been rejected by Oxford. When do Durham send out offers?

I received my Durham offer just before Christmas back in 2016.

Basically, no one knows and it depends on your application and their processes. You'll just have to wait and your mileage may vary.

Annoying as an applied before 15th October and I’ve heard nothing

Durham used to have 3 groups. Those who clearly werent going to get in were rejected immediately. Outstanding candidates were given offers quickly. The third group is held until after 15 January and compared against applications received up to that date. Those in that group might not hear anything until March or April. I know that is how they worked for Maths and working this way allowed them to meet the equal consideration criteria. Not what you want to hear but that is how they used to work and I suspect it hasnt changed
