Applying to Uni with lower grades than entry requirements

I was wondering if anyone knows how universities view applicants with lower grades (Not predicted grades these are grades I’ve already achieved ) than the entry requirements? Is it an instant no? Or do they also take into count your reference, ps and the amount of applicants also applying for that course in that cycle?
You’re much less likely to get in those with the right grades will be given preference, but it’s worth a shot. Just depends how far you’re off the requirements

It's not an instant No, it will depend on the course and the Uni.

My son applied for history with ABB and he got unconditional offers from Unis asking for AAB.
