Girl flirts with me but always takes it back?

Sorry if this is stupid, but a girl I've been talking to always flirts with me and then immediately take it back

for example, she'd say something like "ahh kiss me, actually no nevermind" and stuff like that

Does she mean it and is just too shy to actually admit it?

That doesn't strike me as shyness,
If she was shy then she would probably become flustered after saying something like that.

Maybe she is testing you to find out if you like her, if so then you should probably make a move on her.

The other option is that she is messing with you and enjoys manipulating your feelings (though I doubt this is true)

No matter the reason she is doing it, the best option is to outright ask her if she likes you, it shouldn't be difficult as every time she flirts it gives you an opening.
