No. The Welsh have important cultural differences and a historic ethnic separation from England. This is respected by their separation from England and devolved parliament.

Absolutely not. Wales has many historical and cultural differences to England that should be celebrated. By causing Wales to be “annexed” as you put it (though it was annexed in 1536 and 1544 to some extent anyway), a gross symbol of washing away national identity would ensue.
