Can you do A2 exams if you've got your AS cashed-in ?

Yes. Because in the new linear A-level specifications in England, the ASes are standalone qualifications and do not count towards the A-level. You can have both GCE qualifications: an AS and an A-level.
if by cashed in you mean you’ve done your AS exams then, yes. the natural progression is to the A2 exams.

What about the old modular spec ?

I honestly don't know about the old specs. It's best to ask the exams officer at your school or college.

In the old modular spec, the exams you took at the end of year 12 contributed towards your final grade - that is, AS A2.
Now, the AS exams are separate to your A-level and therefore aren't necessary.
What do you mean by cashed-in though

By cashed-in, OP means that they got a certificate for their AS. They didn't simply bank their Year 12 AS modules towards their A2 qualification.

OP is asking whether it's possible to "un-cash" those modules, and place them towards their modular A2?

Tbh, I didn't realise there were still modular A-levels left in 2019, apart from the less usual modern foreign languages (Arabic, Bengali, Gujarati, Greek, Japanese, modern Hebrew, Panjabi, Persian, Polish, Portuguese, Turkish, Urdu).

@Missradioactive, which A-level are you trying to use modular AS modules for?

Old modular UK specs still available for resits in 2019? YES, though if you have not previously taken the A2 exams you may not be allowed to enter them this year.
WJEC A levels (AS result still counts towards final grade)? YES
Any Edexcel modular international A level spec? YES
Cambridge (CIE) international A level? In the past there were some subjects where if you cashed in the AS you couldn't go on to complete the A level. Check the subject specification.

iirc, you're on edexcel IAL? but yeah, i assume you can do A2 if you've done AS  might be a good idea to check with your school and see if they do stuff differently though
doesn't matter which spec you're doing, nor where you're doing it, the answer is a simple Yes.
