It doesn't mean anything special.

It's probably there just to make it clear to the reader that they are taking the square root of the whole expression contained in the bracket.

It's BIDMAS (or BODMAS as some people say). It means you have to work out the sum inside the brackets first, before you do anything else.

The B in Bidmas stands for Brackets

Yeah brackets are simply unnecessary in this formula, but ok, whatever floats their boat.
