Mean titre

So the titres are:

rough
10.00 9.50 9.75 9.65

SO i get you obviously dont use the rough as it is only an estimate of the titre and is NOT concordant. BUT, 9.65 and 9.5 are concordant AND also 9.75 and 9.65 are concordant and the mark scheme uses 9.65 and 9.75 to calculate the mean titre. WHY is this and why are 9.5 and 9.65 not used?
you should use the readings that are +-0.1 to the most. 9.5 and 9.65 have a difference of 0.15.
