I mean excluding all other factors, personality being the deal breaker, then I would go for the short guy. I think short guys are very cute.
I wouldn't obsess about height if I were you, it's nothing you can change, focus on what you can alter.

Why does the guy have to be taller than you?
To assert his dominance?
To make you feel inferior?
Height is a symbol of superiority so why does it matter if the guy is shorter than you?
It's good if he's shorter than you- assert your dominance!

I don't care much about height so that's not going to distract me from an unappealing face. So based on the criteria given 'short hot guy' wins it.

It’s down to personal preference.
I couldn’t be with a guy I considered ugly. And I don’t find men shorter than me attractive so if I wasn’t happily married then in this case I’d be staying single
