"HF forms two hydrogen bonds per molecule, and water molecules can form up to four hydrogen bonds per molecule."

How is it possible ?

Assuming you're talking about HF to HF and H2O to H2O, then...

Each HF can only form one H-bond via the H end (each H can only accept on lone pair from another molecule) and the F end can therefore only form one H-bond. That one is a little more tricky to understand as it would appear that it should be able to form three (since each F has 3x lone pairs), but just trust me, on average each F can only form one. Making a total of two per molecule.

Water, on the other hand, has two H atoms, each of which can form an H-bond each and the O end (with 2x lone pairs) can form two H-bonds each too. Making four per molecule.
