Relating back to an older post of mine.
I'm hoping to go back to university in 2020.
I don't know if I'm going full time or part time yet due to my circumstances.
However could I apply full time and if get accept, accept the offer but then decline it if my situation changes?

You'll have to ask the university. I would hazard a guess that in the current climate they would be happier to make a part time student into a full time one but I could be wrong.
You could also apply for both methods and then decide later down the line if they tell you that switching isn't an option.
