my A levels are history, chemistry, and business and I am unsure whether i can take international relations and politics at uni as i don't do politics as an a level

You can apply to major in IR and Politics with the subjects you have in A level.

Absolutely! I study Politics at the LSE, and I didn't do Politics A-level. You have History, which shows you can write essays - that's all you need.

A-level Politics and University Politics are actually really different anyway. I haven't felt at any disadvantage relative to my course mates who did do Politics A-level.
