The link is for a bunch of transition element Qs, not NMR that your thread title suggests. There is also no 3di, there's a 3d. Have you linked the wrong file?

It is a singlet so that the adjacent atom does not have any hydrogen atoms attached.
It has an integral of 3, so there are 3 hydrogen atoms in the signal
Hence, you have CH3-X-
The shift is 2.2 suggesting that the carbon is attached to an electronegative group, such as C=O
Hence you have: CH3-CO-
