For the poetry comparison question is it possible to get full marks by making a separate paragraph on each poem with reference to language, structure, form and context. Or should I combine both poems in a single paragraph?

It is impossible. You have to combine them both in one paragraph just to get higher marks.

I got full marks for poetry myself. I have an idea of what is required.

How would that work in terms of paragraphing? I currently make a point, evident, explain, one word analysis , effect on reader and then context for one poem and then another paragraph for the other.

How about you drop that PEE nonsense for a start? I don't actually remember my paragraph structure for poetry, but ditching PEE is always a good thing.

How else would you structure it then? PEE is pretty vague but it works if you do it right.
