Capacitance of ball is 1.2x10-11 - you're given this in question 2a

Capacitance of the parallel capacitor in 2c is 1.2x10-8

The capacitance of the ball is 1/1000 th (or 1x10-3) of the capacitance of the capacitor
which is the same thing as saying the capacitor has a capacitance 1000 times (or 1.0x103) higher than the capacitance of ball
